Rural Water Systems Statutory Assessment

This project was conducted for the State of New Mexico in collaboration with the Institute of Public Law. State statutes concerning the regulatory framework for the approximately 1,500 small water utilities in New Mexico were analyzed. The purpose of the report was to enable the Office of the State Engineer to assess whether such water systems have adequate statutory authority to manage their systems sustainability and efficiently. The project was completed in December 2005.
