Model Interstate Water Compact Advisory Committee Workshop

The Utton Center held a workshop with the Advisory Committee at Bishop's Lodge in Santa Fe March 8 - 11, 2005 to discuss approaches for the design of the model compact. The workshop format included breakout groups to consider topics fundamental to a successful compact. In addition to the work accomplished in the breakout groups and plenary sessions, presentations were given by leading compact experts and litigators on a number of basin-wide compacts and water allocation initiatives, including the Colorado River, the Arkansas and Republican River Compacts, the Delaware River Basin Compact, the Missouri River Basin, the Great Lakes Compact negotiations, and the Alabama-Coosa-Tallapoosa and Apalachicola-Chattahoochee-Flint (ACT-ACF) compact negotiations and litigation. The workshop made it clear that the model compact should not be "one size fits all" and that options should be offered to address the wide variety of issues. The workshop summary and report was circulated along with a draft of the model compact for review and comment by the Advisory Committee.
