Utton Center White Paper ( PDF document )

The Utton Center White Paper describes the Utton Center’s approach to transboundary water conflicts. The Center will to coordinate an inclusive process, representing all different stakeholder groups, based upon technical modeling and expert outside facilitation.

 

A Legislative History of the Rio Grande Reservoirs in New Mexico

In 1979 Al Utton, with the assistance of Robert Muehlenweg and Barbara G. Stephenson, prepared a history of the reservoirs on the Rio Grande ( 91.8 MB PDF document ). The Utton Center updated this paper, documenting what has happened since 1979 and examining the issues in more detail based upon issues of current relevance in water management. The Utton Center and The Natural Resources Journal co-sponsored a Symposium in 2006 focused on the Rio Grande reservoirs. The updated paper is included in the Summer 2007 edition of the Natural Resources Journal (Volume 47, No. 3). This volume includes several articles that were presented at the Symposium, as well as the update of the History of the Rio Grande Reservoirs.

 

Water Court System Analysis Paper ( PDF document )

The Utton Center researched and wrote a report for the New Mexico State Engineer on the Colorado Water Court System to determine whether any aspects of that might be applicable in New Mexico. Our recommendations were substantially followed by New Mexico Governor Bill Richardson in his action designating the water judges in each judicial district. We are now involved in helping with judicial training for the water judges.
