The Utton Transboundary Resources Center prepared this Water Rights Manual to assist Mutual Domestic Water Consumers Associations (MDWCAs) with the development, protection and management of their water rights. This handbook was prepared in 2011 by Zackeriah Carpenter and Gregory Chakalian, both of the UNM School of Law Class of 2013; edited by Darcy S. Bushnell; and updated in 2023.
